To reproduce

1. Drag a file over this yellow div
2. When the file is over the div, the background color of the div should turn red

Expected

The drag over event listener to fire no matter where the mouse is positioned

Observed

The drag over event only fires when the mouse is positioned over the portion of the div that is not over the iframe
